Add config where breeding incompatible mates refunds breeding item

Currently, breeding incompatible mates results in the two horses approaching each other, then dropping love mode without producing a child. While uncommon, it's frustrating to waste resources and time on horses that weren't capable of breeding.

Implement an option that will refund the breeding items used if a mating pair would not produce a child. The implementation should respect the breeding item used.
