There are occasions where it is jarring to be travelling at full speed all the time. Navigating tight corridors, taking up a group formation, or even participating in a dressage routine all benefit from improved control over your mount.
Implement a system where riders can step down the speed of their mount at will. An ideal system might see horses set to walking speed anytime they're brought to a halt, while use of the W and S keys would cause the horse to auto-run at increasing or decreasing levels of speed. Perhaps riders would not be able to dismount a horse that wasn't in "walk" speed? I suspect we haven't got the tools to implement this, however.
