International Procurement Instrument Measures concept exists only in result phase based on eForms annex (2023 version) and in eForms SDK 1.13 it is at the level of the Lot, which means it appears in competition phase.

If indeed we need this indicator in competition phase, a boolean attribute at the level of the epo:ProcurementElement called epo:appliesInternationalProcurementInstrumentMeasures should be added.
