Add load css styles by file
Add load latex styles

Is this related to #61 and #62, or is it actually the same? @sadeghiafshin I couldn't make sense of the description of this issue here (#55), so I created #61 and #62 as new ones.

@clange thanks for adding the new issues, this one is about adding a manager, of styles in FW. So that anytime someone requires adding a CSS of Journal which is not in our list or it is copyrighted he can easily upload a new CSS style using the style manager.

As for copyright -- good point, @sadeghiafshin . I was thinking there may even be trademark issues with the Springer and ACM names. One way we could avoid such problems would be to instead create two styles that are exactly what we need, and call them "ATM" and "Stringer" or some such thing.

@s6fikass you have almost done it in another issue. Please mention that issue and add a documentation here how to use it for users and where its code is located.
