Post launch header design fixes:

  • Header: When you click through the side navigation links, different parts of the header either flash or jump side to side. Review all pages and fix these, if needed on certain pages:
    • Statewide header: Flashes
    • Site header: Flashes
    • Side navigation and body content: Flashes and jumps side to side

@sharon-rabang we might not fix those flashes in State Template because we use bootstrap framework CSS styles and on top of it we are overriding those bootstrap styles with our own template's CSS styles. So, when a webpage loads bootstrap styles come to effect first and then template's styles change some of them. That is why you see that flashing. In design system it will be addressed because only one stylesheet will be used.

But i can try if I can fix some of the flashing
