Proper meta title/description for sharing on each page

When sharing links to content, the title and description is the same "California State Web Template - Version 6 of the State...". Each page should have it's own meta title and description for sharing.

We'll need to have a description written for each page, which is a lot. If we decide to do this, recommend we have the custom description structure set up and then identify how content can be created, and move forward one page at a time.
