When a new github issue is created in any operationcode repo either
#generalor#oc-projectsshould be notified that there's a new beginner friendly issue with the title and a link to the issue in the message.Example message:
A new beginner friendly issue has been created in the operationcode_backend repo: Add has_online to code schools entries.
