You need to extract the contents of the .zip file to a folder before you try to launch the .exe file. See the folder icon with a zipper in the top-middle of your screenshot? Says [ Extract all ]? Click that and put the contents wherever you desire, then launch the nVidiaProfileInspector.exe app.
