Ensure that we have a docker image that is suitable for CI testing of SALT-FM

Build LLVM 18
Verify SALT compiles and tests pass with LLVM 18
Add flang components needed for SALT-FM development
Patch flang cmake files in salt-dev
Merge PR
Tag new version of SALT-Dev & push to registries
Update SALT CI system to use new docker images
