There are various references at Digital Classicist https://wiki.digitalclassicist.org/Treebanking, in papers, etc. to old doc that is now behind the firewall at Tufts.
So
http://nlp.perseus.tufts.edu/syntax/treebank/1.3/docs/guidelines.pdf is not generally accessible.

We need to be sure that all such material has been moved here.
