-fix scale terms in "CO_322:0000630:1" format

  • assign unique IDs to terms that do not have a numeric ID e.g. "CO_322:Agronomical_traits"
  • check that the obo file loads in Protege
    -check that the obo file can be loaded into panzeabase.org
    -write up a workflow for editing/updating a master obo file in a way that works for all users, maybe the same as the Cassava ontology workflow?

remove categories and add the information under the scale definition #5

for now, note the the mappings from maizeGDB and grin are removed. Will add them back in a later commit
