Enchanter Rank 4 adds rank 5 instead

"enchanting hit 62, so I went to up the Enchanter Perk from 3/5 to 4/5, when I go to add it it displays 5/5 and seems to lower the enchant strength. So it now says the 'Enchanter' perk is '5/5' and its greyed out, so maxed out even though my char has an enchant skill of 60 and doesn't qualify for the perk"
