Longbows stop displaying "Bow is fully drawn"

Resetting the Marksman tree seems to correct this.
With marksman over 100 make the tree Legendary, this will refund points, clear all perks & reset the skill to 15. then open the console and enter player.setav marksman # where # is the skill you had before you made it legendary, re-spend your perks. If your skill is under 100 when the problem occurs simply use the console command above to increase it to 100.

While this doesn't solve the core issue of why it happens it is a back-door quick fix.
