Add a game timescale slider to the options menu

that allows picking like between 0.1 and 5 speed. Note that for lower speed we need to decrease the physics timestep and run it more often as otherwise the game gets very jittery (which is why I didn't add this along with the 2x speed button that was much simpler to add).
