[Classic Era] Using NumPad hotkeys to switch gear sets does not always work

I have my hotkeys to swap between sets as the numpad buttons (1-9). On occasion, the set will refuse to switch. This issue will persist if I exit the game and come back in (same with /reloadui).

The only thing that seems to fix it is if I switch my gear set out several times via clicking with the mouse on the sets in the minimap button. After I switch with that method several times, the numpad set switching will eventually go back to working.

And before you ask, yes I made sure my numpad is toggled on.

If you have any insight into why this is occurring, it would be appreciated. It can sometimes get me killed if it doesn't swap my set and I don't notice it fast enough.
