Description of the issue

Starting games in full screen starts broken, you have to press F11 twice to get it to then go full screen...

Reproduction steps

  1. Have setting set to Start games in full screen
  2. Start game
  3. Press F11 twice to get it to go full screen

just to confirm previous versions did not have this issue

Seems to be a windows and Mac issue. Linux seems fine.
