UWB代码结构存在以下问题：

syslaunch.c问题，见 syslaunch.c问题 #35
stm32l4xx.it中，头部不要定义信号量，这个文件原则上不能修改，请参考sysdriver/src/spi_sysinit的写法
将现有的syslaunch.c中的spi_deck_init搬进spi_sysinit，完成统一，剩下的如果特别有必要，简略接口之后写入新的systemlauch.c
删除syslaunch.c
