Move signal specific tag_attributes and keys to signoz_metadata with signal as column

This will enable what we already have and additionally make it easier to search keys/values across all signals. When do we need to search across all signals? It will be helpful when we allow creating dashboard variables and the user doesn't want to see variable values from all signals.
