winmm.dll MidiInPrepareHeader call fails on .Net Core [64bits] #1

Hi,

Following this submission here, can you update your code here in order to work on .Net Core 64bits?

I ask this because as you can see on the referred submission the MidiIn functions result in a error concerning the handle.
