是哪里需要访问网络，我拒绝访问也能识别出vin码，可是放到正常项目一定会涉及到使用网络，google监控我的项目么？

这个SDK有很多功能，理论上你需要注册Firebase获得key，以获得更高级的在线识别功能的支持。推荐你学习百度的开源OCR项目，飞浆https://www.paddlepaddle.org.cn
