Add callout tutorials for obscure features

Some obscure features (or new moved ones like the map scanning feature) are unknown to most users.
We need a tutorial system that will popup automatically to callout those features, like when the map is opened for the first time for the map scans.
There should be an option to disable these tutorials completely in the settings (on the first page).
There should be a way to disable the tutorials directly inside the tutorial popups (a button or a checkbox).
The system should be able to handle multiple steps tutorials (with < Previous and Next > buttons inside the tutorial popup).
The system should accept both simple text to display or advanced custom frames that could contain custom elements (images, buttons, text box…).
