Tooltips often disappear

Describe the issue

The tooltips are often disappearing when they aren't supposed to, no lua error, if you enable hide immediately without fading you would think they never appeared at all, but they did (confirmed by unticking that and watching the tooltip disappear on something i was still mousing over.

Expected behaviour

tooltips should function normally

i should note actually, this doesn't seem to happen with hide original tooltip unticked but who does that anyway
