Provide the ability for a user to re-arrange links within a collection using drag and drop.

AC:

A user can log into the portal and is able to re-arrange links (canonical and custom) within a collection via drag and drop

This story DOES NOT cover the ability to re-arrange links between collections or collections themselves.
