Clean Up HQP that have the same email/ccid #142

There are many HQP that have multiple accounts based on ccids. These were created either by mistake or on purpose, but either way they should be able to be safely merged into a single account.

I added a maintenance script mergeBulkUsers.php which will look for accounts with the same email address and prompts the user which user to keep. I'll run this after all of the FEC stuff is done.
