General Tests Needed #15

Since we plan on implementing multiple DHT platforms, we should have some consolidated test specifications.

By this I mean

we should have a default ``network'' of node IDs to test, a default list of targets for seek, etc
We should have to figure out how to test seek and join and other methods.

To this end, let's create a Test specification file in this repo as a global reference.
