oath of supremacy - > rule most site? -> both or neither -> can pay? (pf) -> pay all for pf -> search -> travel to site with most favor -> trade for favor and secrets -> travel to a site with a relic -> hold most relics and banners? - > muster -> none of the above -> trade for favor (bug)

it works the first pass through, but doing this path above makes it go to trade for favor instead of travel to the site with most favor
