magpie, and parsec not getting keyboard and mouse inputs

trying to use magpie for fsr scaling on my steam deck running windows 11 pro. i can activate it via a physical keyboard but my hotkeys from handheld companion aren't activating it. i have everything configured correctly and it should be sending "win+lshift+a" which is the default hotkey for magpie. i've also had the same issue where no input works with parsec remote desktop. it feels like the same issue. programs that don't want to accept virtual inputs. is there a workaround for things like this? really stuck and would love to be able to use both softwares.
