Describe the bug
afrer waking up console console's controller is not working.
in hc Lenovo go controller is missing.
also controller management behavior is odd: it can try to reorder comtrollers a lot of times.
To Reproduce
Steps to reproduce the behavior:

1. on battery powered wait til windows sleep
2. press power button
3. click Hc
4. See error

Expected behavior
controller working after waking up.
