Overlay is enabled when HC opens at startup, it was previously disabled via hotkey

Describe the bug
Whenever Handheld Companion starts with the system during startup, the overlay is enabled and set to 'Custom', which was what I usually use, but it had been previously disabled via a hotkey with the 'Toggle On Screen Overlay' action. A theory is that the change wasn't saved properly in the application config on shutdown, maybe because the main HC window or the Quick Tools window were never opened?

To Reproduce
Steps to reproduce the behavior:

1. Set 'Overlay Display Level' to 'Custom'
2. Start a game, see the overlay appear
3. Press a controller hotkey assigned to 'Toggle On Screen Overlay' action, which turns off the overlay (presuming it sets it to 'Disabled')
4. Quit the game and turn off the system
5. Turn on the system and open the game
6. The 'Custom' overlay is seen rendered in the game

Expected behavior
Disabling the overlay via the hotkey action should have saved and persisted through a system reboot, so the overlay should not have been visible after starting the system again and booting a game.
