Hotkeys are getting duplicated on restart

Describe the bug
I made a script to restart the HC process everytime I wake up my device from sleep because the HC tends to not work otherwise. Since updating from 0.21.7.0, Hotkeys mappings are being duplicated upon restart of HC.

EDIT: Seems to only be the default hotkeys that get duplicated. My custom ones are fine.

To Reproduce

1. Open HC, setup new Hotkeys.
2. Restart HC process. May possibly need to try start multiple HC processes.

Hotkeys don't get duplicated

Looks like it's an issue when back porting older hotkeys. Can you close HC, get into mydocuments locate HC folded and then in hotkeys folder try to delete all which file names aren't just numbers. Then restart HC.

Yes, it removes all the duplicates, but the underlying issue still persists :)

If you delete all hotkey files that has an actual name and not just a number, it should work. Nevertheless, we have a fix ready for next release.
