Add command line option to modify individuals DKP

Add a command line option for modifying an individual's DKP. Would have the format:

/dkp adjust [player] [add|sub] [value]

Prints error on player that is not found. Silently adjusts DKP if no error.

I suggest to make it easier:

/dkp adjust value  [player]

and then the value can be >0 and <0 👍
and player is optional as you can use the current selected target

@evalmont just make a branch and pull request and we do a review before we merge it.

For this to work you need to get appropriate checks in order of course. I see it as GM/Officer + Raid leader only feature so not more than 1 person can do it per raid.
