Publish 0.4.0

It's been a year since the last release on PyPi. Would it be possible to package up what exists now, and release it as 0.4.0?

Development is rather inactive here currently.
There is a milestone however: https://github.com/Vimjas/vint/issues?q=is%3Aopen+is%3Aissue+milestone%3Av0.4

For now I recommend to install it from Git's master branch.

Hello, I have a question about vint and vimlint, what is the differences between these two project? does vint include all features of vimlint? I just font vimlint is too slow for long vim script files, it causes timeout in travis-ci.

It vint includes all the feature in vimlint, maybe we can use vint only.
