Blocks apparently don't stop the user from using slash commands to kiss at you (haven't tested others) but I used m!ban on a user and they were still able to issue command to make the bot do "kiss"

Ban isn't a command, but I assume you're talking about the block command.

Blocking a user via the bot simply auto-declines all commands that make requests, like marry/adopt/etc. The simulation commands aren't affected by this.
