Report timestamp drift

In tests with hourly reports during the Ifakara pilot, hourly reports seem to drift later and later over time. Over the course of two days (~52 hours) the timestamps drifted by about 10 minutes (they started with reports 10 minutes past every hour, and ended up about 20 minutes past). This could be RTCC drift, or something more subtle.
