Open popup in a separate window and keep it open

An option.

Also being able to keep it on top of other windows would be cool.

Don't know though if we need it that much, since there is a hotkey to open the current one, and you already can pause/unpause and seek video from the popup using hotkeys.

We can simply open <chrome-extension://lmppdpldfpfdlipofacekcfleacbbncp/popup/popup.html> in a new window. But there's a problem that it won't find the tab it needs to connect to (https://github.com/WofWca/jumpcutter/compare/popup-separate-tab, #65)
