Budget Tool: Allow unlocking of budget

Description

The budget tool has a feature where it locks the budget in and prevents any edits.

During a budget review call, the team usually rejects the budget to allow it to be edited again (Which triggers rejection notifications).

It would be ideal if it were simply possible to unlock the budget sheet rather than having to actually action an approve/rejection.
