Implementing full tcp encryption

In Iran since around 2 weeks ago they started to throttle http/s based circumvention tools connection to servers on a regional basis, for e.g. the data center which I bought my vps from is experiencing severe http throttling but ssh is working fine for now because it doesn't allow interception, china had experienced something similar to this in the past too. I am not an expert in this but I think implementing something like tcpcrypt can help bypass those, my guess is that they are throttling connection based on the tcp header. What do you think about this share it bellow.
