xray-core怎么指定兜底的规则啊？也就是会匹配所有流量的路由规则。

我有2个出站配置定义，第一个是代理出站，第二个是直连。
同时也对应2个路由规则。

第一个不匹配规则不匹配的流量，全部走第二个规则指定的Tag出站规则，该怎么配置呢？上面的路由规则还会因第二项配置报错 this rule has no effective fields。
我不想把直接出站规格放在第一个。
