Strange interaction between the reply popover and comment menus

The replies popover interacts strangely with the comment menus.

In particular, clicking on the replies button frequently brings up the comment menu instead of showing the popover, and clicking outside the reply popover frequently brings up the comment menu while dismissing the popover. Both are demonstrated in the attached video.

(While not directly related to the issue, I would also suggest adding a background color on mouse hover over the reply button that brings up the popover, I first thought that the problem is that the button's hit field was too small than what I expected when I encountered the menu popping up behavior.)
