Currently crates_repository requires that the file passed to lockfile exists before Bazel will resolve the repository rule. This leads to some odd errors for users. Perhaps there's a way to create the file for users while also guaranteeing the repository rule is triggered should someone modify the file.

Maybe bazelbuild/bazel#13417 would enable a solution here.
