TagGroup and the a11y of disabled and removing

I'm curious if perhaps I am missing something using only VoiceOver on a Mac when testing out accessibility.

• Currently when you enter into a TagGroup, you are told how many rows (items) there are.
• However, if some are disabled, you just skip over them. Is this not confusing to a non sighted user? I know we don't want to focus on disabled items. I'm wondering if this is expected behavior? Or if I should add something to an aria-label?
• There also doesn't appear always be, again in VoiceOver on Mac, consistent instruction to the user that a Tag is removable. Sometimes the VO says something, but not always. Maybe those with better setups than I can confirm that it's more reliable?
