Add a rule for FQCNs on collections

In ansible-lint 6.0.0, a rule was introduced to warn for non-FQCN task names, but only for the ansible.builtin namespace. It would be nice to have a rule (maybe called fqcn-collections?) to warn about about tasks from third-party collections.
