问题描述

设置了最小缩放比例0.15，然后设置了滚动缩放因子为1.1，缩小到最小比例后，无法再放大

重现步骤

通过滚轮和（ctrl或command键）把画布缩小到最小值
再尝试放大
无法放大

预期行为

把画布缩小到最小值后也可以放大
