What steps did you take and what happened:

Latest version cannot be pulled from AWS Public ECR:


Warning  Failed     13m (x4 over 14m)     kubelet            Failed to pull image "public.ecr.aws/aquasecurity/starboard-operator:0.15.4": rpc error: code = NotFound desc = failed to pull and unpack image "public.ecr.aws/aquasecurity/starboard-operator:0.15.4": failed to resolve reference "public.ecr.aws/aquasecurity/starboard-operator:0.15.4": public.ecr.aws/aquasecurity/starboard-operator:0.15.4: not found

What did you expect to happen:

Image should be available like in the past.
