Addressed auto-validation of the tax exemption certificates

• The tax exemption certificates uploaded by customers were getting auto-approved even after disabling auto-approval in the configuration settings. This issue of auto validation of exemption certificates is fixed. Customers can now enable or disable the auto validation of the tax exemption certificates as required.

Addressed the errors that occurred when loading the connector configuration page

• Exception errors occurred when loading the connector configuration page, Stores > Configuration > Sales > Tax. The configuration page now loads without any exceptions.
