How does the "Remove 21 zonai devices" is supposed to work?

THe Zonai devices despawn after 21 limits reached, ((non attached)), if 21 max zonai already attached, then despawnn still occurs after the 43th non attached spawned zonai devices . If there's already 21 attached zonai devices, can only attach 2 more to a different structure for a maximum of 23 total pieces attached. Trying to attach anything else to it will despawn some parts of the first structure.
