Add restore functionality after the subscribed app is restarted

Flows #1 and #2 handles missing events during app lifecycle and can be easily implemented by storing the latest event number, but there's a third case when the subscriber was restarted and during restart new events came.

To implement a restore flow, the event number should be stored externally and which means that this library should provide getter/setter for the notification sequence number.
