Create Dispatcher demo

The goal of this Issue is to create a demonstration of the Dispatcher functionality. This functionality might ultimately include serving data (both trigger records and time slices) to High-Level Filter (HLF) algorithm processes and gathering the results of the filtering (e.g. derived data and metadata that describes the filtering process). It may also include the functionality that packages the raw and derived data for transfer to the offline.

Initially, I'd like to focus on the packaging of the data in this Issue.

The User Story for this Issue might be the following:

• As a member of the DUNE DAQ development team, I'd like to demonstrate one or more aspects of a candidate HLF Dispatcher process so that we can provide input to the model that we will use in the final system.
