Wisconsin scraper uses a Google Sheet with one of our API keys to get the JSON, like their page uses their API key. Both keys then become potentially subject to abuse.

Can rebuild around a CSV export of their sheet and disable our API key: https://docs.google.com/spreadsheets/d/1cyZiHZcepBI7ShB3dMcRprUFRG24lbwEnEDRBMhAqsA/export?format=csv

We're also downloading 2020-2023 pages that may have no use, as some or all of that data may be entirely in the Sheet.
