HTMX SSE extension: Have the ability to control when to connect to the server

This is a follow-up issue to this issue.

As you can see, I only need to talk to the server After sending getting the user cookie and sending it to the server.

Currently, as soon as HTMX is rendered, it starts trying to talk to the server and obviously it gets no data back and starts throwing errors, because the cookie doesn't exist yet.

It would be great be able to control when we want to talk to the server
